I wouldn't call Fowler an elite athlete or tools guy but I agree with everything else Snatch.

Yeah, I'm not entirely sure myself, I'm just framing the situation using the scouting outlets' initial designation of him to show how illogical I feel his non-ranking is.

    Things like

Or RAB compiling BA and other outlets at the signing deadline in 2013 to arrive at

The left-handed hitter and thrower is a raw, toolsy type who has some pop in his bat and plenty of speed. He is also a strong defender in center field. Fowler quit wrestling and playing football not too long ago and is still baseball raw.
and then this in their write-up about him this year (again, an aggregate of scouting services)

Most any report that you read on Fowler revolves around two things: his rawness, and his athleticism. The former is largely a product of his amateur career, as he was a three sport athlete for a few years, and played for a small school in a small division. And the latter is simply something that he oozes, with his 6’0″, 185-pound frame (he’s added about 15 pounds of muscle since signing with the Yankees) and well above-average to plus speed.
So while he may not be an elite athlete, he was viewed by the scouting services as a sort of longshot project based on raw athletic ability and tools (plus a sweet natural swing), not baseball skill when he was drafted. The kind of guy they could dismissively reply to a chat question about with, "I really like his potential, but he's all tools and projection at this point" in order not to have to rank him or worry about where he fit into the legitimate prospect picture.

But then when they have the same raw, toolsy kid throwing up really serious production as one of the youngest regulars in the EL, they don't want to make a move on him based on walk rate or something equally petty in the grand scheme of things.

It just comes off as illogical and disingenuous to me.

I totally agree with you on his ranking and love those reports, the Law one I recall.

However, none of them imply he is an elite athlete or a guy with elite tools. That's a stretch. He certainly is athletic and toolsy but that elite level is reserved for guys like Buxton, etc. That said, he has been ultra impressive this spring and if his OBP/SLG progresses he is silly valuable as a guy who can stick in CF.

If he can develop some power, he may have a real shot at being a Major league regular. I don't see anything that says 'star", but he could be a real solid guy.

And there is a lot of value in someone like that.

I agree with you on that, he really impressed me. I feel right now he might be the best all-around third baseman, but not the best third baseman in the system. I see him starting in Tampa this year.
