What makes the Otani case complicated is it's not just owners. Players pushed to limit international spending, too. This was not unilateral.

    https://sports.yahoo.com/news/why-th...180129681.html

It’s Cuban players, actually, whose presence spurred the changes in the new agreement. Major league players balked at the hundreds of millions of dollars being spent on those without a day in the big leagues. Owners hated how Cuban players exposed what a talent market without restrictions can look like – and the free-spending ways it encouraged. MLB sought uniformity: If the youngest major league players reaching free agency are 26, why should international players be held to a different standard?

The feeling was shared by the players, who argued a player shouldn’t have an advantage because of the country on his birth certificate. While a majority-American union talking about players from totalitarian countries having birth-certificate advantages is the apex of myopia, the worldwide wave of populism infiltrated the union, too, as it said unequivocally: We’ll take what’s ours.

I told you this was their thought process. They are thinking about the NFL CBA.

This kid Estanli Castillo is allegedly 15. He won't be eligible to sign until the 2018 period, and if you look up more video of him he somehow looks even bigger and more ripped than this clip indicates.

I drafted Jose Miguel Fernandez in a dynasty league two years ago and looks like he's finally about to sign, going to the Dodgers on a minor-league deal.

The article doesn't list us as one of the clubs that can't sign him for over $300K but aren't we still banned for the 2016-17 class if he's eligible by June 15?

And if he isn't eligble by then, we are under the ridiculous new CBA.

No. We were excluded from '15-16', not this one.

I'm pretty sure it is the next two IFA periods, so I think it'd be 15-16 and 16-17. I'm not exactly sure how the periods are defined tho.

Section Attachment 46 II.2.3.d of the old CBA, "Penalties for Penalties Beginning in the 2014-2015 Signing Period if there is not an international draft"

    d. 15% or greater in excess of Pool—100% tax on all of the Pool overage and loss of right to provide any player in the next two succeeding signing periods with a bonus in excess of $300,000.

Hmmm. Then I think we're screwed then from that article. If it's 15-16 then we can't sign over 300k, and if it's 16-17 then we're subject to the bonus pools from the new CBA.

Soon after his departure, MLB and the union agreed to a new Collective Bargaining Agreement that overhauled the international signing rules. The rules from the previous CBA remain in effect until the current 2016-17 international signing period ends on June 15.

The 2016 IFA period starts in July of 2016, but extends for a full year. The Yankees got sanctioned for spending in 2014, so they're not able to spend in the IFA years starting in 2015 and 2016.

There will not be any last hurrah.

    Re: 2017 International Free Agency

Yeah, that's what I thought. Well, let's at least hope he isn't ellible until after June 15. At least we'd have a chance, and if he's not our primary target, he'll at least take up a large portion of another team's cap.

I hate the changes, but it's going to be interesting seeing what strategies different teams take in the first year of the new IFA rules

The Yanks as per BA are tied into one of the top talents coming out of Venezuela this year.(Everson Pereira) Great news , but is it? This will for sure take pool money away if Otani is posted. Is it wise to pass on the kid and gamble on Otani being posted?

According to Badler, all the big market teams already have deals in place, so no one is operating under the hypothetical that Ohtani gets posted... From a business perspective, it's understandable... Imagine putting all your chips into the Ohtani basket and he doesn't get posted?
